Full Employment thought model
What if we form a government and collect some taxes from everyone. Then, we open an employment service. For a modest fee, we will connect people seeking employment to businesses seeking employees. When anyone wants a job, we will help them update their resume, establish a salary rate which is most likely to gain them access to a position which matches their interests and skills and attempt to match them to an available job opening.
If there are no current openings, the government will contract with a business to create an opening to perform some useful social activity. The government will pay the salary to the business on behalf of the individual. The government will make the payment from the taxes collected. The job provided will be an entry level job which requires 40 hours per week on the job and will meet the needs of a family to live above the poverty level.
There will also be a data base of all employees which will contain their educational achievements, skills, prior job review ratings, wage history and other information as decided by the HR departments of businesses to be of value in making job placements. All information will be confidential to the system. Any business seeking employees for new openings will be able to run a query to see how many candidates might be available to meet their needs. If they find a sufficient pool, they can ask the employment service to post the opportunity to the individuals which meet the qualifications. These employees can then choose to interview for the position or not.
The objective is to achieve full employment and maximize mobility in the labor market.
