Limited Government
We can all agree that we do not want to pay for any more government than we need.
Under the principles of a free enterprise system (Capitalism) it is inefficient to have any more people working directly for the government than is absolutely necessary. (TSA comes to mind as a questionable use of government employees vs a service contracted out to business). The people who carry weapons should be government employees under strict monitoring.
As for collecting taxes to contract out services desired by a majority of the citizens, there can be a wider range of views. What percentage of the national economy should be government funded activities - such as NASA, NSF, basic research and so forth?
Very limited government which primarily writes the rules which individuals and businesses must follow would be the most cost effective.
The federal government must be funded to a sufficient level to ensure it is able to carry out its proper functions.
