The Government
The function of government is to provide effective organization of society and ensure the safety of the citizens.
Rule of law
Society needs to provide and enforce the rule of law. The rule of law sets boundaries which everyone knows not to cross. This reduces conflict among individuals.
There need to be some simple rules which everyone can know and follow:
People who violate these rules can be sued by those they have offended. The court should first determine if a suit has merit. If a suit has merit and goes to trial them the loser pays all reasonable costs of the legal action.
More complex laws can be published and enforced; but, a few simple rules should suffice for a just society.
