The world wide web may be the greatest social tool ever invented. It should be a major advancement for participatory democracy. Ideas can be published by anyone for debate and consideration by everyone.
Before publishing, everyone should spend a reasonable amount of time reviewing information already available on a given topic and thinking through the full implications of an idea to be proposed for consideration.
A personal knowledge base of information, supporting data, supporting and opposing arguments and links to material already available on the web, which is relevant to the topic to be considered, could be useful.
